06/07 米軍のアジア関与を支えよ

 財政難に苦しむオバマ米政権は国防予算を大きく削ろうとしている。そうしたなか、どうすれば安定の要である米軍をアジアにつなぎとめられるか。日本としても真剣に考えるときにきている。

 パネッタ前中央情報局(CIA)長官が新しい米国防長官に就いた。必ずしも国防一筋の専門家ではない同氏が抜てきされたのは、行政管理の能力を買われてのことだ。軍の効率を高め、国防予算の削減を果たすことが大きな使命とされる。

 そこで気がかりなのは国防予算を削ろうとするあまり、米軍のアジア関与まで弱まらないかということだ。オバマ大統領は2023会計年度までに国防予算を計4千億ドル(約32兆円)削るのが目標という。

 しかし、中国の活発な進出を受けて、南シナ海や東シナ海では海洋権益をめぐる緊張が高まっている。最終的にアジアで安定を保障できるのは米軍をおいてほかにない。

 日本や他のアジア諸国はアジアの海や朝鮮半島の安定を保つため、米軍がこれからもアジアに深く関与するよう働きかける必要がある。

 むろん、米側に陳情するだけでは十分とはいえまい。米軍のアジア関与が息切れしないよう、日本にもやるべきことがたくさんある。

 その一つは自衛隊が大量に持っているP3C哨戒機を使い、周辺海域での米軍による偵察や警戒、情報収集といった活動を肩代わりすることだ。これにより、米軍は他の分野に力を振り向けやすくなる。

 すでにある日米豪や日米韓、日米インドといった連携の枠組みを生かすことも一案だ。これらに東南アジアの国々も加えた共同訓練や演習を増やせば、米軍はより軽い負担でアジアでの存在感を高められる。

 米予算の削減は、日米の懸案である米軍普天間基地の移設問題にも影を落とす。米議会には現行の移設案の見直し論が出ている。これとセットになっている在沖海兵隊のグアム移転の経費が大きく膨らみかねないためだ。

 現行案が白紙になれば、普天間基地の固定化が現実味をおびる。パネッタ氏が米議会の主張に押されないようにするためにも、日本は移設への進展を急がなければならない。

06/07 China must show reciprocity through diplomatic action

It was good that the Japanese and Chinese foreign ministers frankly discussed a range of issues, but little progress has been made in resolving several pending issues--including China's maritime activities.
Foreign Minister Takeaki Matsumoto and his Chinese counterpart, Yang Jiechi, held a meeting in Beijing on Monday and agreed China would send a trade and investment mission to Japan as part of efforts to support Japan's reconstruction from the Great East Japan Earthquake. They also agreed to bolster bilateral exchanges ahead of next year's 40th anniversary of the normalization of bilateral relations.
During their meeting in May, Prime Minister Naoto Kan and Chinese Premier Wen Jiabao confirmed the need for deepening "strategic and mutually beneficial" ties. The foreign ministers' meeting Monday was supposed to be the first step toward that goal. However, we have to say that it brought about only meager results.

Early resumption of talks vital
Matsumoto called for the early resumption of negotiations on a treaty covering joint development of gas fields in the East China Sea. Yang avoided giving a clear commitment, merely saying that "working-level preparations will be made to resume the talks."
China unilaterally suspended negotiations over the signing of the treaty in retaliation against the arrest of the captain of a Chinese trawler that collided with two Japan Coast Guard patrol boats off the Senkaku Islands last September. To help restore the bilateral relations that soured due to this incident, we think China should comply with the Japanese request for an early resumption of the negotiations.
Concerning Chinese maritime activities that have caused friction with its neighboring nations, Matsumoto urged China to exercise self-restraint to prevent these tensions from escalating. Yang only said, "Disputes between two countries should be resolved peacefully between them."
To draw favorable responses from Beijing, the government needs to press China tenaciously in cooperation with the United States and Southeast Asian countries.
Matsumoto also called for the establishment of a multilayered crisis management mechanism to prevent any accidental contact of vessels from spiraling into a crisis. This is intended to defuse potential trouble involving Chinese naval ships, maritime observation vessels and fishing patrol boats.
This proposal is reasonable and should be implemented as early as possible.

Stable govt key to diplomacy
The ministers did not reach an agreement on a concrete timetable for the fourth ministerial-level economic dialogue scheduled for this summer.
Repeatedly holding working-level dialogue could deepen bilateral trust and benefit both sides. Beijing's negative attitude toward even such dialogue raises doubts about whether it is seriously committed to promoting "mutually beneficial" ties with Japan.
China, for its part, might be intending to postpone full-scale negotiations on principal issues until after the Kan administration is replaced. With the Kan-led government in its final throes, we cannot help but recognize the increasing difficulty in promoting diplomacy vis-a-vis China.
Japan needs to have a stable government to maintain continuity during negotiations with foreign countries on key diplomatic issues.
Kan's interminable prolonging of his government is becoming a major encumbrance to Japan's diplomacy. Kan must wake up to this fact.

06/07 July key for talks on S. China Sea

With disputes in the South China Sea flaring up in recent weeks, July may be a critical month for discussions on the issue.
Following Vietnamese Vice-Foreign Minister Ho Xuan Son, who left Beijing in late June with an agreement emphasizing the importance of diplomatic negotiation in solving the China-Vietnam maritime dispute, Philippine President Benigno Aquino is scheduled to visit China in the near future, with the South China Sea issue high on his agenda, reported Philippine media.
As a prelude to the visit, Philippine Foreign Secretary Albert del Rosario will visit China on Thursday, which the Philippine media said "could help cool down the raging territorial dispute".
"We're hoping the visit of Secretary Del Rosario will help facilitate diplomatic means for resolving the problem," Abigail Valte, deputy presidential spokesperson, was quoted as saying by the Philippine-based Journal Online website last week.
Philippines officials say they expect to hold high-level talks with China in the coming months to maintain good relations, despite heated debate in recent weeks over disputes in the South China Sea.
According to Su Hao, director of the Asia-Pacific Research Center at China Foreign Affairs University, bilateral discussions, such as those recently conducted between China and Vietnam, may serve as a model in dealing with similar disputes.
"High-level communication helps eliminate misunderstandings and stabilizes the situation, which serves the fundamental interests of all," Su said.
"This is a good model which could be adapted in dealing with similar disputes," said Su.
Covering an area of more than 3.5 million square kilometers, the South China Sea is believed to hold vast deposits of oil and natural gas.
In a recent television interview, Yin Zhuo, a Chinese rear admiral, quoted a United Nations survey saying that the value of the oil and natural gas deposits in the area is equivalent to $20 trillion. The area is also home to major international sea lanes, through which 80 percent of the world's trade is shipped.
The South China Sea has been part of Chinese territory since ancient times, and China has managed and developed the islands for hundreds of years, according to Ma Zhengang, former president of the China Institute for International Studies, adding that there was no dissension from any country on China's sovereignty over the area until the 1970s.
A large number of multilateral documents and overseas encyclopedias have listed the South China Sea as the territory of China.
However, with surveys conducted in the 1960s showing the existence of huge oil and natural gas deposits and describing the region as the "second Gulf", "in the middle of the 1970s, Vietnam and the Philippines illegally occupied several islands and started exploring for oil and gas, which sparked the dispute", Ma said.
The Philippines, Brunei, Malaysia and Vietnam lay claim to some of the islands and reefs in the area.
To solve the dispute, in 2002 China and members of the Association of Southeast Asian Nations (ASEAN) signed the Declaration on the Conduct of Parties in the South China Sea (DOC), with all related parties, in which they pledged to jointly safeguard regional stability, cooperate in the area and resolve disputes through peaceful talks between the direct claimants.
The declaration also said that related parties should exercise self-restraint and not undertake any activities that may complicate the situation.
But in recent years, some countries have continued to unilaterally conduct illegal oil and gas exploration in the area, leading to the recent tension, said experts.
Chu Hao, a researcher at the China Institutes of Contemporary International Relations, said: "China's increasing strength and the fact that the oil price is surging so fast means that countries are in a hurry as they will have no chance to claim their interests if they do not seize this 'last chance'."
As a result, the regional situation has become increasingly tense, with some parties exchanging harsh words with each other and holding military exercises.
According to Nazery Khalid, senior fellow with the Maritime Institute of Malaysia, the rising tension in the region does not benefit any side, and the best way to defuse disputes is diplomatic negotiation.
Quoted by the Beijing-based Global Times, Khalid said to solve the dispute it is vital for China to create a roadmap that first deals with issues which are less complicated and then gradually come to the more difficult issues.
For instance, the related parties could jointly conduct activities including pollution management and maritime biological surveys, even though they still hold differences on territorial issues, according to Khalid.
Experts also point out that intervention by the United States in the South China Sea issue has been a critical factor fueling the recent tension.
"Some Western experts have said that the US regards the issue as an important starting point for its 'back to Asia policy', while other countries that wish to confront China are pinning their hopes on US interference," Ma said.
Su Hao noted that the US has recently been taking a more prominent role in the issue.
At an ASEAN meeting held in Vietnam last year, US Secretary of State Hillary Clinton claimed that US has "a national interest in freedom of navigation in the South China Sea", which is a symbol "of the diplomatic battle that will define Asia for the next few decades", the Financial Times said.
The US also said on July 1 that the ASEAN Regional Forum (ARF) should discuss the dispute when it meets later this month in Bali, Indonesia.
Bonnie Glaser, an expert on Chinese security policy with the Washington-based Center for Strategic and International Studies, said: "In the run-up to the July ASEAN Regional Forum and the subsequent East Asia Summit in Bali, some of the claimants are competing to shape the discussion of South China Sea issues."
Chinese analysts said that China should not let the issue be generalized to include so-called freedom of navigation at sea, nor should it allow the issue to be internationalized.
At present, both ASEAN countries and China have agreed that freedom of navigation has not been disturbed in the South China Sea region.
"So-called freedom of navigation at sea is just an excuse. The underlying intention of the US is to generalize the issue and play it up," said Su.
Experts noted that there is a widespread misunderstanding about China's approach on solving the South China Sea issue that Beijing opposes any multilateral discussion.
"China insists on the bilateral approach that will solve the border issue directly with the neighboring country, which is the basis of negotiations. But it should actively participate in multilateral channels and resist any attempts at the generalization of South China Sea issues," Su said.
According to Yang Baoyun, a scholar at Peking University, on matters about individual islands, China is willing to sit down and hold bilateral talks. But China has also shown its sincerity to conduct multilateral talks, such as those that resulted in the signing of the DOC in 2002.
"But there should be no intervention from those outside the area," Yang said.
Experts also argue that what matters is to implement the agreements already reached between all parties, instead of making those negotiations just tactical ploys to win time for unilateral action.

06/07 Hãng sản xuất Johnnie Walker chào mua thêm 1 triệu CP Halico với giá 213.600 đồng/cp

Cuối tháng 5, Tập đoàn đồ uống Diageo đã mua lại gần 5 triệu cổ phần Halico với mức giá trên.
Ngày 1/7, Hội đồng quản trị CTCP Cồn rượu Hà Nội (Halico) đã nhận được hồ sơ chào mua công khai cổ phần của Streetcar Investment Holding – một công ty con tại Singapore của Tập đoàn đồ uống Anh quốc Diageo.
Diageo là tập đoàn đồ uống sở hữu các thương hiệu rượu Johnnie Walker, Guiness, Smirnoff, Baileys…
HĐQT cũng đã có ý kiến ủng hộ đợt chào mua.
Hiện Streetcar đang nắm giữ 4.986.711 cổ phiếu, tương đương 24,93% vốn điều lệ của Halico.
Tổ chức này đăng ký mua thêm 1.013.289 (5,07%) để tăng lượng nắm giữ lên 6 triệu cổ phần, tương đương 30% vốn điều lệ của Halico.
Theo quy định hiện hành, khi một nhà đầu tư nắm giữ dưới 25% vốn điều lệ của một công ty đại chúng muốn tăng tỷ lệ sở hữu lên trên mức này thì phải tiến hành chào mua công khai.
Giá chào mua là 213.600 đồng/cổ phần.
Theo Halico, đây cũng là mức giá mà Streetcar trả để mua gần 5 triệu cổ phiếu hiện có (phần lớn là mua lại từ quỹ VOF thuộc VinaCapital).
Thời gian chào mua dự kiến từ 21/7-19/8.
Halico hiện có vốn điều lệ 200 tỷ đồng, là công ty con của Tổng công ty Bia rượu NGK Hà Nội (Habeco). Hiện Habeco đang nắm giữ 54,3% cổ phần của Halico.
Hoạt động chính của công ty là sản xuất rượu với sản phẩm được biết đền nhiều nhất là Vodka Hà Nội.

06/07 Hà Nội: Sai sót trong vụ bồi thường 1 tỷ đồng/m2

Khu đất “vàng“ được cho là bồi thường 1 tỷ đồng/m2.
Mới đây, Thanh tra đã phát hiện sai sót trong bồi thường dự án khu đất “vàng” ở góc phố Hàng Bài - Hai Bà Trưng, còn người dân thì cho rằng, kết luận chưa thực sự khách quan.
Kết luận của Thanh tra TP Hà Nội về kiểm tra, rà soát liên quan quyết định thu hồi đất của UBND TP; phương án bồi thường, hỗ trợ tái định cư và quyết định cưỡng chế giải phóng mặt bằng (GPMB) tại khu đất 22-24 Hàng Bài; 25-27 Hai Bà Trưng cho thấy: Tháng 11-2004, khu đất vàng hơn 4.000m2 này được UBND TP Hà Nội ra quyết định số 7774 thu hồi giao cho Cty Kinh doanh và Xây dựng nhà (thuộc Tổng Công ty Đầu tư và Phát triển nhà Hà Nội), xây dựng trung tâm thương mại, văn phòng và nhà ở tái định cư tại chỗ.
Đây là doanh nghiệp nhà nước, sau đó doanh nghiệp này thực hiện cổ phần hóa, đổi tên thành Cty Cổ phần Kinh doanh và Xây dựng nhà. Và đến thời điểm này, đơn vị triển khai thực hiện dự án lại là Cty cổ phần Thời đại mới T&T. Công ty này có đến 96% vốn là của các thể nhân và pháp nhân khác, trong khi đó Cty Cổ phần Kinh doanh và Xây dựng Nhà chỉ có 4% vốn.
Theo Thanh tra TP, quyết định số 7774 thu hồi đất của UBND TP dựa trên Luật Đất đai năm 1993 và Nghị định 04 của Chính phủ về thi hành luật sửa đổi một số điều của Luật Đất đai... Các văn bản quy phạm này không quy định phải thỏa thuận với người dân đang sử dụng đất khi Nhà nước thu hồi đất.
Về kết quả xác minh tình hình thực hiện bồi thường hỗ trợ và bố trí tái định cư tại dự án này, Thanh tra kết luận: Việc UBND quận Hoàn Kiếm phê duyệt phương án đền bù, hỗ trợ, tái định cư không theo chủ sử dụng đất mà theo hộ gia đình có sổ hộ khẩu là chưa chính xác.
Cụ thể, Thanh tra cho rằng, căn cứ các quy định của Quyết định 18 của UBND TP Hà Nội thì việc bố trí mua nhà tái định cư theo từng hộ gia đình có sổ hộ khẩu là không chính xác; Việc quy đổi diện tích gác xép và diện tích tự cơi nới của hộ gia đình cụ Trung thuộc diện phải di dời dẫn đến việc bố trí diện tích tái định cư tăng 59,8m2 là không phù hợp với quy định.
Vì vậy, Thanh tra đề nghị TP chỉ đạo UBND quận Hoàn Kiếm kiểm điểm, làm rõ trách nhiệm của tập thể, cá nhân trong việc lập, phê duyệt phương án bồi thường, hỗ trợ, tái định cư không chính xác.
Ông Hoàng Quốc Định, con trai cụ Hoàng Đình Trung (đại diện hai hộ dân cuối cùng có đơn) cho biết: “Kết luận của Thanh tra TP chưa thực sự khách quan, nhiều điểm chưa được làm rõ. Chẳng hạn, việc Thanh tra TP cố gắng bảo vệ quyết định số 7774 của UBND TP thu hồi đất dựa trên một số quy định để cho rằng, các văn bản pháp lý này quy định không phải thỏa thuận với người đang sử dụng đất khi thu hồi đất, là điều không đúng.
Bởi, dù có viện dẫn văn bản nào đi nữa thì trong trường hợp này dự án không thuộc các dự án nhóm A (phục vụ mục đích an ninh, quốc phòng, công cộng...). Và theo quy định thì nhà đầu tư phải thỏa thuận đền bù giải phóng mặt bằng với dân.

06/07 Khối ngoại đẩy mạnh giao dịch thoả thuận trên HOSE

(ATPvietnam.com) -Phiên giao dịch hôm nay trên sàn HOSE, khối ngoại tăng giao dịch nhưng chủ yếu tăng nhờ khối lượng thoả thuận trong khi đó qua hình thức khớp lệnh giao dịch của họ tiếp tục sụt giảm.

Cụ thể, khối ngoại mua vào 3.252.150 chứng khoán với giá trị là hơn 217 tỷ đồng. Như vậy là lượng mua của khối ngoại đã tăng 104% về khối lượng và tăng 424% về giá trị so với phiên giao dịch trước đó.

Với khối lượng đó, sức mua của khối ngoại hôm nay chiếm 15,7% tỷ trọng giao dịch toàn thị trường.
Ở chiều ngược lại, khối ngoại bán ra 3.864.320 chứng khoán với giá trị là gần 219 tỷ đồng, tăng 55% về khối lượng và tăng 290% về giá trị so với phiên giao dịch trước đó. Lực bán khối ngoại chiếm 17,58% tỷ trọng giao dịch toàn thị trường.

Trong số chứng khoán kể trên, phiên này khối ngoại ồ ạt thoả thuận chuyển nhượng nội khối nhiều cổ phiếu và đóng góp chính vào giao dịch của họ hôm nay, giao dịch qua hình thức khớp lệnh vẫn tiếp tục sụt giảm mạnh.

Trong khi đó họ bán ra 15 mã với tổng khối lượng đạt 270.400 cổ phiếu, tương đương giá trị đạt hơn 4,1 tỷ đồng, giảm 39% về khối lượng và giảm 34% về giá trị so với phiên giao dịch trước đó.
