A top U.S. military officer said Sunday that Washington will maintain its presence in the South China Sea, but will show no prejudice toward any side involved in the territorial dispute there.

The dispute over territorial waters and islands in the South China Sea between China and its southeastern neighbors has intensified in the past few months.
Admiral Mike Mullen, chairman of the US Joint Chiefs of Staff, expected the US and Chinese militaries to develop "more tangible relations" that match Beijing's rising role and its deepening relations with Washington.
"The worry, among others that I have, is that the ongoing incidents could spark a miscalculation, and an outbreak that no one anticipated," Mullen said a news conference at the start of his four-day visit to China Sunday morning.
Later, in a speech given to students at Beijing's prestigious Renmin University, he said that the United States is, and will remain, a Pacific power. But he said the regional and global challenges that the U.S. and China face together are too large and too vital to be blocked by misunderstandings between the two sides.
The visit came after the US and the Philippines held an 11-day joint naval exercise in the South China Sea.
Mullen arrived in Beijing early on Sunday. His visit is in response to the trip to the US in May by Chief of the General Staff of the People's Liberation Army Chen Bingde.
Besides his talks slated for Monday morning with Chen, Mullen is also scheduled to meet with Chinese Vice President Xi Jinping, Vice Chairman of the Central Military Commission Guo Boxiong and Defense Minister Liang Guanglie, respectively.
In another move, the US, Australia and Japan reportedly held a trilateral military exercise off the coast of Brunei near the South China Sea on Saturday.
Meanwhile, China and the Philippines are trying to ease tensions, with the two foreign ministers agreeing on Friday in Beijing not to let disagreements affect "the broader picture of friendship and cooperation".
Mullen said that exchanges between Chinese and US militaries should take into account the fact that China is no longer an "emerging power" but already a "world power".
And it is natural for a country with stronger economic capabilities to develop its military, Mullen said, adding that means more responsibilities and greater transparency.
"That is the reason why I'm here to visit General Chen and we need to build more tangible relations between the two militaries," Mullen said.

The main cause of 'misunderstandings' between the People's Republic of China and the US side stems from the latter's refusal to relinquish its fundamental hostile stance against the Chinese Revolution ever since the founding of New China in 1949. The US 'containment and roll-back' policy against China has met with utter failure, but the US think tanks are quite unable to acknowledge their failure and amend.

Let the US side never forget that China also has core interests in the world, and especially in the eastern, western Pacific, and Central American waters, since it needs to trade with all the countries in the world.

ConocoPhillips đưa ra quyết định sau những căng thẳng trên Biển Đông
Tập đoàn dầu khí Việt Nam và các đối tác có thể mua lại 1,5 tỷ đô la cổ phần của ConocoPhillips ở Biển Đông, hãng Reuters đưa tin.
Hãng tin này trích một tuyên bố của Tổng Giám đốc Phùng Đình Thục nói điều này thể hiện sự cam kết của Việt Nam trong vấn đề bảo vệ chủ quyền ở Biển Đông.
Trước đó có tin một số nhà đầu tư Trung Quốc hoặc Ấn Độ có thể mua lại số cổ phần này.
Reuters nói họ không gọi điện được cho các quan chức ConocoPhillips để có phản ứng trong khi một Phó Tổng giám đốc của tập đoàn dầu khí cũng không nghe điện thoại di động khi BBC gọi tới.
Trước đó ông Thục nói với truyền thông trong nước trong một họp báo mới đây về lý do ConocoPhillips rút khỏi các mỏ đang khai thác: "Nguyên nhân hãng này rút lui có thể do họ đang cơ cấu lại. Cũng có ý kiến cho rằng mỏ này đang trong giai đoạn phức tạp và họ không gia tăng khai thác nữa."
ConocoPhillips sở hữu hơn 23% cổ phần trong tổ hợp năm giếng dầu ở lô 15-1 thuộc bể trầm tích Cửu Long.
Tập đoàn này cũng nắm giữ 36% cổ phần mỏ Rạng Đông tại lô 15-2 và hơn 16% cổ phần trong dự án đường ống dẫn khí Nam Côn Sơn.
'Dồn vốn đầu tư'
Một số nhà phân tích nói một trong những nguyên nhân ConocoPhillips muốn rút khỏi Việt Nam là hoạt động kinh doanh của họ ở đây không tương xứng tầm vóc công ty và họ muốn dồn vốn đầu tư cho các dự án lớn hơn.
Bên cạnh đó, có thể ConocoPhillips đánh giá rằng trữ lượng dầu thô ở Việt Nam không đủ để hãng có cam kết lâu dài trong khi thăm dò ngoài Biển Đông đang phức tạp do tranh chấp lãnh hải.
Tập đoàn dầu khí Việt Nam nói họ khai thác được hơn 7,2 triệu tấn dầu thô và 4,7 tỷ m3 khí đốt trong sáu tháng đầu năm, đạt doanh thu 340.000 tỷ đồng so với kế hoạch doanh thu cho cả năm là 640.000 tỷ.
Trước ConocoPhillips, tập đoàn BP của Anh cũng đã thu hẹp hoạt động của họ tại Việt Nam.
Hồi năm 2009, BP tuyên bố rút lui khỏi hai lô 5.2 và 5.3, tại hai mỏ khí Hải Thạch và Mộc Tinh nằm ở khu vực Nam Côn Sơn, giữa Trường Sa và bờ biển Việt Nam.
Chính phủ Trung Quốc đã nhiều lần lên tiếng phản đối Việt Nam cho các đối tác nước ngoài khai thác dầu khí tại vùng biển này.

28/06 China insists on bilateral talks to resolve South China Sea disputes

China has always insisted on resolving disputes with other countries in the South China Sea through bilateral negotiations, Foreign Ministry spokesman Hong Lei said at a press conference on Tuesday.
Hong was responding to a question regarding the resolution passed on Monday by the U.S. Senate on China's "use of force" in the South China Sea.
"The disputes should be resolved through direct negotiations between the countries involved," Hong said.
"Freedom of shipping in the South China Sea has never been affected by the disputes, and there has never been such a problem."
Hong explained that the disputes among relevant countries in the South China Sea centered around the sovereignty of some isles in the Nansha Islands and the demarcation in certain parts of the sea.
On Sunday, China and Vietnam pledged to resolve their maritime dispute through negotiations.

27/06 Dangerous nationalism risks future of South China Sea

Recent disputes in the South China Sea have been focused above all on the Nansha Islands, drawing in the Chinese mainland, Taiwan, Vietnam, the Philippines, Malaysia, and Brunei and going back to the 1960s.
In the 1970s, Vietnam and the Philippines dispatched troops to occupy the islands they claimed sovereignty over.
Then the dispute began to emerge. However, in general, the situation over Nansha Islands was relatively calm at that time and the dispute's international influence was very limited.
But the situation changed in the 1970s. To begin with, the US decided to withdraw troops from South Vietnam, marking a change in the region's balance of power as Vietnam reunified. But the most critical factor was new resources. In 1969, a report by the UN indicated that the coastal sea areas around the Nansha Islands contained rich oil and gas resources. Interest in the region was highlighted by the first global oil crisis of 1973, which helped spark the debate on new maritime laws.
This prompted the nations involved to fiercely defend what they perceived as their maritime rights. The complicated situation and geography of the Nansha Islands made them an especially sensitive point.
The UN Convention of the Law of the Sea stated in 1982 that there could be an exclusive sea zone of 12 miles around islands, 200 nautical miles of exclusive economic zones, and 350 nautical miles in continental shelf areas.
These new possibilities prompted the dispatch of more troops and the development of the modern dispute over the Nansha Islands.
If China doesn't act to restrain Vietnam and the Philippines by protecting its rights in the islands, it will have a harder time defending its rights in the future.
Vietnam and the Philippines have stirred up the present situation to achieve several goals: As the oil resources in Nansha Islands are very rich, the two countries have real economic interests at stake.
They want to grasp the initiative in the South China Sea before the Chinese military becomes more powerful. They also want to play the nationalist card to divert the domestic public away from growing wealth gaps and official corruption in their home countries.
Through newspaper articles, they try to shift the grudges of an angry public toward other nations by exaggerating the perceived threat from the outside.
The US also won't stand by idly in the region. Since the start of the 21st century, the US has adjusted its global strategy, transferring its focus from the Atlantic to the Pacific, and gradually gathering strategic resources in the West Pacific.
Recently, the US economy has picked up following the recession, and it achieved significant victories in its war against terror. That has given the White House the strategic room to move away from tough problems such as the economy and pay more attention to the Asia-Pacific and China.
But with relations across the Taiwan Straits more relaxed than before, and Taiwan and the mainland cooperating economically, the US can't stir up the situation in the Taiwan Straits to put pressure on China. So instead, the US has chosen to use the South China Sea issues to trigger disturbances and restrain China.
On June 4, 2011, Robert Gates, the US Defense Secretary, said at the 10th Shangri-la Dialogue held in Singapore, that although the US was reducing military expenditure, it would still station troops in Asia and keep its influence in Asia.
In 2010, the US made high-profile interventions in the issues in the South China Sea and asserted its own national interest. The geopolitical conflicts between the US and China have begun to intensify.

25/06 Mỹ muốn giúp giải tỏa căng thẳng ở Biển Đông

Washington khẳng định muốn giúp tháo gỡ căng thẳng trong vấn đề tranh chấp ở Biển Đông khi tham gia cuộc hội đàm với Bắc Kinh tại Hawaii hôm nay.

"Mỹ không có ý định đổ thêm dầu vào lửa" ở Biển Đông và "chúng tôi rất quan tâm tới việc duy trì hòa bình và ổn định tại đây", Trợ lý Ngoại trưởng Mỹ Kurt Campbell phát biểu hôm qua, trước vòng thứ nhất của cuộc tham vấn châu Á - Thái Bình Dương với Trung Quốc hôm nay.

"Chúng tôi đã thể hiện rất rõ ràng rằng Mỹ không đứng về bên nào trong vấn đề chủ quyền", AFP dẫn lời Campbell cho hay. "Tuy nhiên, chúng tôi có những nguyên tắc về tự do hải hành, giao thương cũng như duy trì hòa bình và ổn định. Những nguyên tắc đó đã có từ lâu và chúng tôi sẽ tiếp tục nhấn mạnh chúng trong tất cả hoạt động tham gia ở châu Á-Thái Bình Dương".

Ông Campbell khẳng định Mỹ không muốn "lửa bùng lên" tại khu vực này. "Chúng tôi muốn căng thẳng giảm dịu đi và các bên bình tĩnh", Campbell nhấn mạnh.

Phát ngôn này được đưa ra sau khi phía Trung Quốc lại lên tiếng yêu cầu Mỹ tránh xa Biển Đông. "Mỹ không phải là một bên tuyên bố chủ quyền" ở Biển Đông vì thế "tốt nhất là Mỹ để các bên tự giải quyết với nhau", Thứ trưởng Ngoại giao Trung Quốc Thôi Thiên Khải phát biểu. Ông cũng nói rằng một số quốc gia "đang đùa với lửa"và hy vọng "Mỹ sẽ không bị bỏng vì ngọn lửa này".

Trong khi đó, Ngoại trưởng Mỹ Hillary Clinton hôm qua khẳng định Mỹ sẵn sàng cung cấp khí tài để hiện đại hóa quân đội, ủng hộ Philippines "đối phó với hành động gây hấn" trong bối cảnh tranh chấp đang ngày càng căng thẳng với Trung Quốc trên Biển Đông. Mỹ và Philippines có hiệp ước phòng thủ chung ký năm 1951. Ngoại trưởng Philippines cho rằng văn bản đó - có quy định việc phòng thủ chung trong trường hợp có sự tấn công ở khu vực Thái Bình dương - bao gồm cả Biển Đông.

Tuần trước, Thượng nghị sĩ Mỹ kỳ cựu John McCain cũng kêu gọi chính phủ Mỹ cần tăng cường giúp đỡ ASEAN về chính trị và quân sự để đối phó với những tuyên bố chủ quyền "không cơ sở" của Trung Quốc.

Căng thẳng ở Biển Đông lên cao trong những tuần gần đây với việc Philippines và Việt Nam tố cáo Trung Quốc có hành động ngày càng quyết liệt ở Biển Đông.
Trung Quốc, Việt Nam, Philippines, Malaysia và Brunei cùng tuyên bố chủ quyền toàn bộ hoặc một phần tại quần đảo Trường Sa ở Biển Đông. Trung Quốc đã công bố yêu sách 9 đoạn (thường gọi là đường lưỡi bò hoặc đường chữ U), ôm trọn Biển Đông và các đảo/quần đảo trong khu vực. Yêu sách này bị các nước khác bác bỏ bởi không có cơ sở pháp lý và bằng chứng lịch sử.

14/06 China: Resolve South China Sea issue through talks

A Chinese Foreign Ministry spokesman said Tuesday that the South China Sea issue should be resolved by directly related sovereign countries through friendly consultation and negotiation.
"China's position concerning the South China Sea issue remains clear and consistent," spokesman Hong Lei told a routine press conference, expressing his hope that countries not party to the South China Sea dispute truly respect the efforts of those who are.
Hong's remarks came in reply to a reporter's question on U.S. Senator Jim Webb's call on Monday for Washington to condemn China on the issue.
"China hopes the involved countries will do more to contribute to the the peace and stability in the region," the spokesman added.
"China wants to resolve the issue peacefully through friendly consultation and negotiation," Hong said, pledging that China will not resort to force to resolve the issue, which is a consensus written into the Declaration on the Conduct of Parties in the South China Sea.
Hong also said that recent tensions over the region were caused by some countries that took unilateral actions to impair China's sovereignty and maritime rights and interests, and released groundless and irresponsible remarks in an attempt to expand and complicate the issue.
"This is where the problem lies," Hong said.
He reiterated that China is committed to implementing the Declaration on the Conduct of Parties in the South China Sea in a bid to safeguard peace and stability in the South China Sea region.

Asean talk and talk, China talk and take.China ìs the trouble maker to the world peace.We should break Mr.Hong Lei’s teeth (The spokesman of Chinese Foreign Department) and cut his tongue and let dog eat them.We also should dig the tomb of Deng Xiaoping and let Vietnamese children to defecate into his remains.

China's stance on the South China sea issue was and is the same as when the two countries were fighting for their national liberation, but when Vietnam achieved its liberation, its anti-China forces inside the country decided quickly to side with its former ennemy the USA to invite it to meddle into Asia's affairs.

23/12 China, ASEAN agree to follow South China Sea declaration

China and the Association of Southeast Asian Nations (ASEAN) are committed to safeguarding peace and stability in the South China Sea, the Chinese Foreign Ministry said Thursday.
A China-ASEAN joint working group held its fifth meeting on the implementation of the Declaration on the Conduct of Parties in the South China Sea (DOC) in southwest China's Kunming City from Tuesday to Thursday, the ministry said in a statement.
All parties at the meeting reaffirmed the importance they attach to the DOC, agreeing to make the South China Sea a place of peace, cooperation and friendship, the release said.
The meeting reviewed the progress of the implementation of the DOC, the statement said.
The next joint working group meeting will be held in Indonesia in March 2011.
The DOC was signed in 2002 as a guideline for China and ASEAN countries to follow with regards to the South China Sea issue.
The joint working group held its first meeting in Manila in 2005.
