Chuyên gia Mỹ đề cao 8 điểm của VN tham gia WTO

Chiều 29/3, tại Trung tâm nghiên cứu Chiến lược và Quốc tế (CSIS) ở thủ đô Washington (Mỹ), ông Sherman Katz, cố vấn cao cấp của Trung tâm Nghiên cứu Tổng thống và Quốc hội, đã có bài thuyết trình trước các học giả và chuyên gia thương mại về việc Việt Nam vận dụng sự gia nhập Tổ chức Thương mại Thế giới (WTO) cũng như hội nhập thương mại quốc tế để phát triển mọi mặt của đất nước, coi đây là hình mẫu thành công cho nhiều quốc gia khác.

Với chủ đề “Các vận dụng tốt nhất việc gia nhập WTO của Việt Nam,” ông Sherman Katz nêu tám điểm tích cực mà Việt Nam đã chủ động thực hiện khi gia nhập WTO.

[HUYET-HOA] Trung Quốc ‘lật tẩy mưu đồ’ của Mỹ

Mặc cho những lời lẽ bóng bẩy của Mỹ về sự vui lòng đón nhận một Trung Quốc ngày càng lớn mạnh, giới học giả Bắc Kinh vẫn hoài nghi cho rằng, Washington không chỉ lo mà còn đang tìm "trăm phương ngàn kế" để chặn bước tiến của Trung Quốc. 

'Tấm chân tình' của Mỹ
Với những tuyên bố hùng hồn và hoa mỹ, giới chức Tòa Bạch Ốc luôn cố gắng tạo ra sự thoải mái cho Bắc Kinh bằng một khẳng định chắc như đinh đóng cột rằng "Mỹ hoan nghênh sự trỗi dậy của Trung Quốc".
"Washington hoan nghênh việc Bắc Kinh ngày càng lớn mạnh và đóng vai trò quan trọng hơn trong các vấn đề quốc tế. Tôi hy vọng hai nước sẽ hướng tới một kỷ nguyên cạnh tranh trong sự thân thiện", Tổng thống Mỹ nhấn mạnh trong cuộc gặp Chủ tịch Hồ Cẩm Đào hồi đầu năm nay.

28/07 "Mỹ cần dừng bay do thám gần Eo biển Đài Loan"

Ngày 27/7, Trung Quốc đã yêu cầu Mỹ dừng các chuyến bay do thám gần khu vực ven biển nước này, cho rằng hành động này của Washington "gây tổn hại nghiêm trọng" tới lòng tin của hai bên.

Theo tờ Thời báo Hoàn cầu của Trung Quốc, Bộ Quốc phòng nước này cho rằng Mỹ cần dừng các hoạt động bay do thám nói trên, yêu cầu Washington tôn trọng chủ quyền và an ninh của Trung Quốc, đồng thời thực hiện các hành động thiết thực nhằm thúc đẩy quan hệ quân sự giữa hai bên.

Trong khi đó, cùng ngày, tại Washington, người phát ngôn Bộ Quốc phòng Mỹ, Đại tá Dave Lapan lại cho rằng không có máy bay do thám nào của Mỹ bay vào không phận Trung Quốc và các máy bay của Mỹ chỉ thực hiện các sứ mệnh bay do thám trên không phận quốc tế.

Tranh cãi nổ ra sau khi các phương tiện truyền thông ở Đài Loan (Trung Quốc) đưa tin 2 máy bay chiến đấu Trung Quốc đã phải xuất kích để chặn một máy bay do thám U2 của Mỹ đang có các hoạt động thu thập tình báo về Trung Quốc khi bay dọc Eo biển Đài Loan cuối tháng Sáu vừa qua./.

10/07 Mỹ muốn cải thiện "lòng tin chiến lược" với TQ

Đây là chuyến thăm đầu tiên trong bốn năm của một Chủ tịch hội đồng tham mưu trưởng liên quân Mỹ tới TQ.
Quan chức quân sự hàng đầu của Hoa Kỳ đã bắt đầu chuyến thăm Trung Quốc, nhằm mục đích cải thiện quan hệ căng thẳng quân sự giữa hai nước.

Đô đốc Mike Mullen, Chủ tịch hội đồng tham mưu trưởng liên quân Hoa Kỳ, cho biết Washington và Bắc Kinh phải cố gắng nhiều hơn nhằm phát triển điều mà ông gọi là "lòng tin chiến lược" giữa hai bên.

Chuyến đi của Đô đốc Mullen là chuyến thăm viếng lần đầu tiên của lãnh đạo quân đội Hoa Kỳ trong bốn năm.

Hồi năm 2010, Bắc Kinh đã cắt đứt liên lạc quân sự với Washington sau khi Hoa Kỳ bán vũ khí cho Đài Loan.

Trung Quốc vẫn coi Đài Loan là một phần lãnh thổ của mình.

Về phần mình, Hoa Kỳ đã nhiều lần lên tiếng lo ngại về việc Trung Quốc phát triển khả năng quân sự và về sự "quyết đoán" gia tăng của Bắc Kinh trong cuộc tranh chấp lãnh hải ở Biển Nam Trung Hoa (Biển Đông).

"Hiện diện lâu dài"
Đô đốc Mullen đang ở Trung Quốc trong một chuyến viếng thăm bốn ngày theo lời mời của Tướng Trần Bỉnh Đức, Tổng Tham mưu Trưởng Quân Giải phóng Nhân dân TQ, người đã tới thăm Hoa Kỳ hồi tháng Năm.

Cả hai vị lãnh đạo quân sự có kế hoạch tổ chức các cuộc hội đàm tại Bắc Kinh vào ngày thứ Hai.

Trước cuộc họp cao cấp, Đô đốc Mullen cho biết Washington đã cam kết duy trì sự hiện diện của mình tại Thái Bình Dương, bao gồm cả khu vực Biển Đông.

Ông Mullen bày tỏ lo ngại về căng thẳng ngày càng gia tăng giữa Trung Quốc, Philippines và Việt Nam tại khu vực.

"Một lo lắng, trong số những điều khác của tôi, là các sự cố liên tục có thể làm gây ra một tính toán sai lầm, và một diễn biến bùng nổ không lường trước," Đô đốc Mullen nói.

Ông nhấn mạnh: "Chúng tôi có sự hiện diện lâu dài ở đây, chúng tôi có một trách nhiệm lâu dài. Chúng tôi tìm kiếm sự ủng hộ mạnh mẽ một giải pháp hòa bình cho những khác biệt."

Sáu quốc gia cùng tuyên bố chủ quyền lãnh hải trên Biển Đông, một khu vực được cho là giàu có về dầu mỏ và khí đốt.

Tháng trước, Ngoại trưởng Mỹ Hillary Clinton nhấn mạnh rằng Washington đã cam kết bảo vệ Philippines, tôn vinh một hiệp ước phòng thủ chung.

Tại Trung Quốc, Đô đốc Mullen cũng dự kiến ​​đến thăm lực lượng không quân, quân đội và các căn cứ hải quân của nước này.
Hòa hợp bề ngoài
Trong tháng Năm, Tướng Trần cho biết Trung Quốc không có ý định chạy đua với sức mạnh quân sự của Mỹ.

Chuyến thăm của Tướng Trần đã được báo chí Trung Quốc theo dõi sát và có cách đưa tin tích cực - một tín hiệu về tầm quan trọng mà các giới chức Trung Quốc đặt lên việc cải thiện mối quan hệ quân sự với Mỹ, theo phóng viên quốc phòng BBC, Jonathan Marcus.

"Nhưng không nên có các ảo tưởng khi mà sự hòa hợp bề ngoài này chắc chắn là tấm mặt nạ che đi những mối căng thẳng tiềm tàng", vẫn theo phóng viên của chúng tôi.

Mục đích hiện đại hóa quân sự rộng lớn của Trung Quốc, Jonathan Marcus nói thêm, là để mở rộng quy mô và tầm vóc quân sự của Bắc Kinh vượt ra ngoài lãnh hải hiện có và có khả năng vô hiệu hóa các hệ thống vũ khí ở chính nơi mà Mỹ vẫn có lợi thế áp đảo.

Recent and planned dangerous moves of the United States in Northeast and Southeast Asia are manifestation of Washington's Cold War mentality and pose a threat to the security of China and the whole region, said the Globe magazine in a commentary.
The United States and South Korea has recently held military exercises in the Sea of Japan. The Pentagon announced that the two countries will also hold new war games in the Sea of Japan and the Yellow Sea. Furthermore, Washington has also indicated that it will stick its nose into the South China Sea, claiming that territorial disputes in the region has a bearing on US national interests.
The US-South Korean joint exercises at the end of July were no ordinary war games, said the signed article by Ju Wen. They were unprecedented in the past three decades both in terms of scale and weaponry. The resources involved were said to be enough for launching a full-scale war, it said.
With the participation of 8,000 troops, the games involved aircraft carrier USS George Washington and some other 20 warships as well as about 200 aircraft, including cutting-edge F-22 fighters.
The US sabre-rattling raised the ire and drew protests from countries in the region. But Washington refused to change course and seemed determined to even expand the scope of its war games in Asian waters, said the magazine.
Pentagon said last week that US and South Korean militaries were planning a new series of exercises, to be conducted in the Sea of Japan and the Yellow Sea simultaneously in following weeks. Moreover, the Pentagon said there would be more joint exercises that could last months.
While flexing muscles in the waters of Northeast Asia, Washington also showed a growing interest in the South China Sea and tried to come between China and her neighbors, said the magazine.
In a July speech in Hanoi, US Secretary of State Hillary Clinton claimed the United States takes resolving South China Sea disputes as a "national interest".
She also told Vietnamese leaders that Washington hopes to upgrade its ties with Hanoi to a new level and sees its relationship with Vietnam "part of strategy aimed at enhancing American engagement in Asia and in particular Southeast Asia."
The United States proposed a nuclear cooperation deal with Vietnam and most recently, conducted controversial joint naval training exercises in the South China Sea, involving USS John S. McCain and USS George Washington.
Washington said its recent military maneuvers in Asian waters were for peaceful purposes. But that contradicts the facts, said the magazine.
The US-South Korean war games were said to be aimed at preventing a repeat of incidents like the sinking of South Korea's Cheonan warship and maintaining peace of the Korean Peninsula. However, the war games were more than enough to intimidate the Democratic People's Republic of Korea, said the magazine. They were actually a show of force against China, it said.
USS George Washington, which is said to be involved in the upcoming war games in the Yellow Sea, has a reconnaissance range that covers the entire North China region, thus posing a direct military threat to China, said the magazine.
The real intention of the US maneuvers in the waters of Northeast Asia, the commentary said, is to consolidate the US-South Korea and US-Japan military alliance and boost US military presence in the region, and therefore intimidate and contain China.
Washington's intention to contain China becomes clearer as it tries to interfere in the South China Sea disputes and strengthen its military presence in Southeast Asia, said the magazine.
To a larger extent, the US moves reflect the Obama administration's ambition to return to Asia to seek dominance of regional affairs.
Barack Obama claimed in Tokyo last year that he was the first US president with an "Asia-Pacific orientation." Clinton said in Hawaii early this year that the future of America is closely linked to that of the Asia Pacific and that the future of the Asia Pacific depends on the United States.
Unfortunately, Washington's desire to return to Asia does not mean that it will bring in investments or technology, which is much needed to promote the region's prosperity. Instead, the objective is to reinforce its dominance in the Asia Pacific, said the magazine.
In addition to more troops in Afghanistan, the US military is transforming Guam into its new strategic strike center that could cover large areas of the Asia Pacific. It redeployed 60 percent of its nuclear submarine fleet to the Pacific and has been consolidating its bases in Japan, South Korea and the Philippines. The recent war games demonstrated an intention to expand the sphere of US military influence into the Yellow Sea and the South China Sea, said the magazine.
Although war games are not actual wars, the clattering of US war machine in Asian waters remind people in the region of the notorious "gunboat policy" of Western powers in the colonial era.
The unpleasant noise naturally leads to regional tension and risks military confrontation, said the magazine.
In today's world, whose theme is multipolarization, globalization and common development, no country or region can succeed in seeking global dominance through military power. The Iraq and Afghan wars serve as good examples, it said.
Both the United States and China are important countries in the world. They are tasked to safeguard world peace. Peaceful coexistence, mutual benefit and common prosperity are therefore the only choice for the two countries and peoples, said the magazine.
China lags far behind the United States in terms of overall economic and military powers, and has neither the intention nor capability to threaten the United States, it said.
Instead of posing any threat, China's rapid development is benefitting the United States. China's growing economic strength has helped the United States recover from the latest financial crisis.
Washington should discard its Cold War mentality and gunboat policy, and return peace to the Sea of Japan, the Yellow Sea and the South China Sea, said the magazine.

Unfortunately, US tactics don't really promise anything other than more intimidation. There are no real serious situations in the region, which are being addressed in a meaningful way with the exception of Taiwan. Obama, as a 2008 US presidential candidate, promised to nuke China if it invaded Taiwan. However, the United States has yet to define a Taiwan policy. There are legislative orders, executive declarations and military directives, all invoked by seperate government interests. Any diplomatic efforts to resolve a Taiwan conflict are designed to fail. The problem here then is to reduce sitiuations that will only exacerbate tensions in Asia, this includes abandonment of motives beyond national boundaries. If Americans can't control their own domestic politics and economy, how can they reasonably believe they can control anyone elses? By gunboat diplomacy?

The United States has been systematically allying itself with WWII and Cold-war enemies, such as Japan, Korea, and Vietnam. Such change of policy is unprecedented in the history of diplomacy, and thus harbors ulterior and long-term motives. Nobody makes friends overnight with the same people you bomb and massacre just over 30 years ago, but the US has done so successfully. The think tanks have calculated, wrongly, that China is the greatest threat to the United States, greater than all the terrorists in the world combined, and thus will the United States take the harshest possible action towards China.

The level of aggression in the US Navy exercises is very high, just miles away from the coastline, directed towards China and Russia. No doubt the United States is enhancing its offensive capabilities, which is the only and final resort for a nation in decline.

Ever since the founding of New China in 1949, the successive US administrations have adopted a basically hostile stance and all kinds of discriminatory measures against it. This hostile policy is the so-called ''containnment and rolling back'' policy against New China. But they never succeeded in preventing China from moving ahead toward development and prosperity.
