Vietnam’s ICT outlook brightens

VietNamNet – Almost all indexes of Vietnam in the world ICT 2008 ranking increased by 3.0, bringing the country into the middle of the ranking list, a considerable advance for Vietnam’s ICT industry, said Deputy Chairman of the Vietnam Association for Information Processing (VAIP), Dr Le Truong Tung.

The Vietnam ICT Outlook 2008 report released on Tuesday, July 15, 2008, in HCM City showed that the World Bank rated Vietnam’s Knowledge Index (KI) and Knowledge Economy Index (KEI) at 3.17 and 3.27 respectively, ranking 96 out of 140 countries.



Dr Le Truong Tung, who classified the country’s annual report, said he was impressed by the increase of 16 steps in Vietnam’s E-Government ranking, 91st compared to 105th in 2005, issued by United Nations Public Administration Network (UNPAN). “This is a fruit of Vietnam’s e-government process. The government has properly acknowledged the critical role of e-government in the development of economy and society and has chosen the right way to go further, although it is a little bit late after the failure of the country’s 112 project,” he said.


Among the three categories comprising the e-gov ranking, Vietnam’s Web Measure Index reached 0.4448, a 100% surge over the year 2005, the biggest increase compared with the other categories of Telecommunications Infrastructure and Human Capital Indexes.


“The increase of the Web Measure Index is a good sign for us. Over the past few years, the increase appeared to be only virtual. This year UNPAN rated the Web Measure Index highly upon the content provided rather than the number of existing websites in governmental offices. Vietnam’s Ministry of Information and Communications has also recently gone that way,” said Dr Le Truong Tung.

In Southeast Asia, Vietnam is ranked 6th after Singapore, Malaysia, Thailand, the Philippines and Brunei.


Vietnam also rose 9 ranks higher than last year in the Networked Readiness Index (NRI) made up by the World Economic Forum, ranking 73 of 127 countries. Experts said this index is one of the most important factors to examine the readiness of a country’s economy forward ICT usage in both private and government sectors.

One of ASEAN countries listed in the top ten of NRI is Singapore, ranking 5th among 127 countries, higher than South Korea, ranking 9th. Indonesia ranks 76th, lower than Vietnam by 3 places.


Copyright Infringement Rate (CIR) of Vietnam in 2008 is 85%, a decrease of 3% over last year. “After three years, when Vietnam ranked first in CIR, we are moving out of the top nine in CIR, marking a considerable decrease of 7%. This is not a good foundation for Vietnam to develop the software industry,” Dr Le Truong Tung said.


Last year’s report expected Vietnam’s Internet user in 2008 reached 25% of the population. According to Dr Tung, it was quite the right expectation: 2008’s report recorded the number of 23.5%, as of May 2008. However, he expects that it will be hard for the country to gain a big step in ICT ranking in 2009. “More categories relevant to economic development will be integrated into ICT indexes next year,” explained Dr Tung.


Vietnam ICT Outlook 2008 is the first seminar in a series of events of the annual Vietnam Computer Electronics World Expo 2008 organised by IDG Vietnam and HCMC Computer Association. The Expo will open Wednesday morning, 16 July, in the International Exhibition Center HIECC, 446 Hoang Van Thu, HCM City.
